 Policies and Procedures DRAFT

 
 I. WVVLN Management/Oversight Responsibilities
 
 1. The WVVLN Advisory Council, supported by the WVVLN staff (Director and Administrative Assistant) will coordinate the development of policies and procedures to assist in the management of WVVLN. The Advisory Council is comprised by representatives appointed by the Chancellor from a minimum of 2 producing institutions and 2 receiving institutions and is chaired by the Director of the WVVLN. Advisory Council actions will be voted on by the WVVLN Board (appointed by the Presidents).
 
 2. The WVVLN staff will coordinate the development of the fall, spring, and summer schedules, the marketing of the schedule, and serve as a point of referral for students to institutional contacts.
 
 3. The WVVLN office will coordinate data collection, verify course enrollments by requesting course enrollment data from institutions, and disseminate this data annually.
 
 4. The WVVLN office will provide producing institutions with course enrollment data by receiving institution in order to facilitate invoicing where that is necessary.
 
 5. The WVVLN Advisory Council recommends the selection, procurement, and utilization of an online learning platform through the HEPC and its member institutions, as well as other interested parties.
 
 6. The Director of the WVVLN represents higher education on the Distance Learning Coordinating Council and other distance learning organizations as appropriate.
 
 II. All-Institution Responsibilities
 
 1. Institutions are responsible for notifying the WVVLN office of courses which they will offer for the next academic year by Nov. 1. Changes to that schedule in the form of updates can be submitted April 1 and July 1 of each academic year.
 
 2. Institutions will provide electronic information to the WVVLN office in a form which can readily be imported into a web format (format will be specified). This information includes, but is not limited to: a) link for course syllabus, schedule, term; b) instructor name, e-mail and office address; c) tuition and fees; d) level and course description; and e) SREC information where applicable. Producing institutions should place all distance learning syllabi on their web sites (or on the WVVLN database or both).
 
 3. All participating institutions will have an institutional web page that provides a thorough description of student services for distance learners.
 
 III. Producing Institution Responsibilities
 
 1. Producing Institutions are responsible for maintaining the instructional validity of the courses which they produce. This includes the following:
 a) agreements with faculty and staff who develop the courses;
 b) a faculty manual for instructional guidance ( if leased option);
 c) learning outcome assessment methodologies;
 d) active links and course references;
 e) multiple means of student interaction;
 f) a listing of technology requirements for course completion;
 g) instructional design services;
 
 2. Producing Institutions will follow the SREB’s Principles of Good Practice document in creating distance learning courses and will verify that each course submitted to WVVLN complies with the Principles of Good Practice document. Each institution shall develop an institutional review process which is accepted by the WVVLN Advisory Council.
 
 3. Institutions are responsible for ensuring that software licenses are maintained and copyright laws are followed in relation to the production of distance learning courses.
 
 4. All producing institutions will have an agreement for licensing or cross listing their courses. This license agreement will include responsibilities of the licensing institution and the lessee. These responsibilities include, but are not limited to student support services, technical support, course materials, assessment, and term of license.
 
 IV. Receiving (Hosting or Cross-Listing) Institution Responsibilities
 
 1. A receiving (Hosting or Cross-Listing) institution may choose to engage in online or electronic delivery through the following options depending on the course licensing agreements.
 
  a) One option is to lease a course from a producing institution. 
  b) In a second option, the receiving institution may crosslist a course as its own. 
  c) Or as a third option, an institution may allow its students to enroll at the producing institution.
 
 2. The availability of the above options is to be determined by the producing institution. Charges and payment are to be determined by the producing institutions.
 
 3. In most cases, if a receiving institution agrees to lease a course, that institution or group of institutions will provide the instructor, syllabus (developed from the producing institution syllabus), textbook services, student support services, technical support services, assessment, and library services as specified by the licensing agreement.
 
 4. A receiving institution agrees to provide its students with accurate, timely information as to which of the processes above is accurate for each course scheduled. The receiving institution is responsible for providing data for the WVVLN database and may develop and disseminate an institutional distance learning schedule. A receiving or host institution is responsible for providing academic advising in the form of an institutional contact to assist students with information in order to assist them in making informed judgments.
 
 5. Cross-listing is defined as the receiving institution giving its course name and number to a producing institution course. The producing institution provides the instructor, syllabus, textbook services, student support services, technical support services, assessment, and library services. The cross-listing institution will pay a fee to the producing institution to be determined by the producing institution. (Such is the agreement with KYVU/KCCS and WVHEPC).
 
 6. Institutions may provide their students the opportunity to enroll in distance learning courses from another institution by following their normal course transfer procedures
